• As a Scrum Master you are responsible for supporting Scrum, facilitating Scrum events as requested and removing impediments. So, you definitely should take an action.
• Scrum Teams are self-organizing, so they can decide this for themselves. You should bring it up in the next Retrospective and try to come to a solution that everyone is happy with.
• Having a penalty for being late is counter productive and definitely is not the best option.
• Scrum does not have a Team Manager or Project Manager role.
• Do not immediately suspect lack of commitment. It can be unfair and even harmful. Try to understand what’s going on.

Definitely, the Development Team should take care about the Technical Debt. However, only one Product Backlog is possible for the Product. It is the single source of requirements for any changes to be made. So, all the Items related to the Technical Debt should be placed into the same Product Backlog along with all the other Items.

• The Sprint Retrospective is for the Scrum Team only. The Team won’t be comfortable to speak about problems in face of non-team members.
• The Sprint Review is a special event when people interested in the Product can be invited by the Product Owner as the Key Stakeholders.
• Because the Scrum Master is responsible for promoting and supporting Scrum in the Organization, it is a good idea to organize a special event or workshop devoted to the Sprint Retrospective.
